I ask that you vote in favor of this zoning request for the following reasons: 1. The parking is needed by the doctors and medical professionals located in the "Surgery Center". Our County is in need of attracting and retaining medical services for our growing population. The medical businesses in the Surgery Center are small businesses and in need or servicing their customers. If customers can not find packing stalls, it will have a negative effect on their businesses and their will be forced to consider moving their business to another location, perhaps off island. 2. The re-zoning of this lot will resolve the complaints presented by the neighboring property owner, Cheryl Reese. According to Ms. Reese, this lot has been used as: a construction staging are for the County or a parking lot for the adjacent jail since 1987 - 20 years a crime scene for drug dealers and prostitutes -although no police reports have been made a dumping ground for rubbish an area where people stop to look into her windows an area where gas fumes enter her lot causing breathing problems If you, the Planning Committee allow for this zoning change, the Association of Owners will: maintain or improve the current fence and gate structuce surrounding the lot, which was not present over the past 20 years, thereby keeping others from using the lot. Without the re-zoning there is no reason for the Surgery Center to maintain the fence and gate on this subject property. Without the fence and gate there will be no control over the use of the lot. keep the lot secured and provide security throughout the night. Without the re-zoning the lot will have a privacy barrier installed between the Surgery Center and subject lot and no security will be provided. provide janitorial and grounds keeping services to the lot. Without the rezoning the lot will return to general weed overgrowth and litter left by those trespassing on it when parking to visit the jail. --provide landscaping to limit the visibility into adjacent properties. Without the re-zoning the lot there will be no control over who Trespasses on the lot or there activities. provide a solid fence to help contain gas fumes and further require medical personal to face into their parking stalls. Without the re-zoning there will be no ability to enforce `House Rules' governing the parking habits of those parking in the lot. 3. It is unfortunate that these few homeowners have found themselves sandwiched in the middle of urban sprawl. Over the past forty years the neighboring jail and nearby schools that was pre-existing have been expanded, the adjacent dead-end street, Komohana Gardens, has been extended and the former sugar cane land has developed into a much needed medical and business area. I ask this wise body to vote in favor of the re-zoning request to allow for parking on this lot as it is a win-win solution for all parties and to not be brought into a long standing vendetta by a neighboring owner against the developer of these medical buildings. r' _PG~c"""r~_.
