RF.: Proposed Floor Amendment to Bill 23 relating to the Plumbing Code.
Please accept the following as a floor amendment to amend Bill 23, Drafr 2, relating to the
Plumbing Code. In the Public Works committee meeting of May 1, 2007, the following
amendment to section 17-47, paragraph 26, of the bill, relating to section S l 0.5 of the Uniform
Plumbing Code was approved: (see pg. 18 of draft 2 of the bilk
"Amending Section 510.5. Section 510.5 is amended by changing the
first sentence to read:
Due to seismic activity in Hawaii County, all new water heaters shall
be anchored or strapped to the floor and anchored or strapped on the
top one-third (1/3) of the heater to a well anchored, structural wall, to
resist horizontal displacement due to earthquake motion."
Afrer a discussion with Bruce McClure, I would like to further amend this
provision in the bill. This new change would amend the first sentence of section
510.5, recite the two existing sentences in section 510.5 that follow this first
sentence, and add a new sentence at the end of the section. As amended, section
17-47, paragraph 26, of the bill, relating to section 510.5 of the Uniform
Plumbing Code, would read in its entirety:

"Amending Section 510.5. Section 510.5 is amended to read:
Due to seismic activity in Hawaii County, water heaters
shall be anchored or strapped «w,. .,„a „„,.ti,._va ..«_,...„,.a

Strapping shall be at points within the upper one-third (1/3) and lower
one-third (1/3) of its vertical dimensions. At the lower point, a
minimum distance of four (4) inches (102 mm) shall be maintained
above the controls with the strapping. All strapping shall attach to a
well-anchored structural wall."
