RESOLUTION NO. 228 0'7
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the County General Plan in Section 15.3 requires that the planning director
prepare an annual report "to monitor progress towards achieving the General Plan goals,
objectives, and policies"; and
WHEREAS, the stated purpose of the General Plan annual report is to serve, in
combination with the Capital Improvements Projects budget, as "the means to reconcile and
prioritize competing community needs from aCounty-wide perspective"; and
WHEREAS, the current County General Plan was adopted in 2005; and
WHEREAS, the planning director did not prepare an annual report for the County General
Plan in 2005 or in 2006; and
WHEREAS, the planning director has indicated that he does not have sufficient internal
capacity within his department to research and prepare an annual report in 2007; and
WHEREAS, the planning director has expressed his willingness to procure an independent
consultant to assist in compiling available data pertinent to General Plan policies from multiple
sources, to be used in the preparation of an annual report; and
WHEREAS, discretionary funds from Council District 9 will be appropriated to the Planning
Department and the Planning Department has concurred that it will accept the transfer of these
monies to procure the annual report data consultant and administer this contract; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Planning Director and the Director of Finance and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
Resolution.
