Your Committee on Finance, to which was referred Bill No. 81, reports as follows:
Bill No. 81, transmitted by Director of Finance William T. Takaba, via Communication No. 305,
dated Apri12, 2007, adopts a pay plan for persons employed by the County other than those
whose pay is otherwise provided for, designating payroll periods, pay days, prescribing
requirements with respect to official fidelity bonds, and repealing Ordinance No. 06-83 and all
amendments thereto, said Ordinance to be known as the Salary Ordinance of 2007.
Additions for the following classes of work include: 1) Special Projects Coordinator, SR-20
(B.U. 13); 2) Special Projects Coordinator I, SR-18 (B.U. 13); and the subsequent renumbering
of the items in Section 7.02(b) Office of Housing and Community Development's Office of
Management.
Bill No. 81, Draft 2 was distributed to your Committee with amendments. The original Bill No.
81, later to be referred to as the Salazy Ordinance of 2007, did not reflect the following pay
grades that were adopted in the Salary Ordinance of 2006. Section 7.01, Office of the County
Council, Items 3, 6, 7, and 8 were inadvertently omitted and have been corrected in Draft 2 of
this bill. Mr. Rodney Oshiro, from the Legislative Reseazch Branch informed your Committee
that Bill No. 81, Draft 3 is forthcoming with these amendments.
Section 3-13, Hawaii County Chazter, provides for the establishment of a pay plan for all
persons employed by the County whose pay is not otherwise provided for.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 81 as amended
with Draft 2, and recommends it pass first reading.
