To the Committee on Finance
[strongly urge you to pass Bill #187 to amend Chapter 21 of the Hawaii County Code by - ~ ~ .
deleting the monthly wastewater consumption charges. A fee based on a guess is not fair
Excess water usage over maximum allowances is most likely not to require sewer
treatment. R'hen my water bills have been excessive, it has been due to the follvwin¢
conditions:
1. I[rigating a large ]/2 acre landscaped lot N dry Kailua-Kona.
2. Water leaking from itngation pipes.
3. Misreading of my water meter.
In none of these situations does the.vater go into the sewer to be treated.
W astewa[er charges need to be equitable. The monthly unit chazge should cover the
actual cost of sewer treatment or an annual seni:e charge should be applied to the
property tax bill so the cost is proportionally distributed among all users of the sewer
system.
