RE: Bill 60 (Draft 3), Establishing an Operating Budget
Fiscal Year July 1, 2007 to June 30, 2008
A local newspaper reported that Mr. Yagong has submitted an amendment to the
referenced bill, removing funding for certain vacant positions. Subsequent to
publication of the article in West Hawaii Today, we received a listing of the
positions to be un-funded that came from the news reporter. While we have not
seen an amendment or been contacted by Mr. Yagong, we have concerns about
losing funding for authorized positions in this and other departments.
A specific concern of the Finance Department is that a Clerk III position, 00-
04247, in the Treasury Division is included in the list of positions to be un-funded.
The position is currently vacant, but interviews for this position were held on May
15t" and 16~' and the selected candidate has been notified, passed her physical
and is scheduled to begin employment with the County on June 18, 2007. If this
position is not funded in the new budget, we will be in a very difficult position.

All of our budgeted positions are important for efficient operations and quality
service. We strive to fill them as quickly as possible when vacancies occur.
Recruitment time for vacancies varies based on re-evaluation of positions, type
of recruitment, number of vacancies, available candidates for positions, and other
factors. If the additional burden of requesting funds from County Council is
added to the recruitment process the result will be to slow the process further
and increase total number of vacancies at any point in time. Additionally, staff
time will be diverted from operations to attend Council meetings asking for
funding for positions.
In conclusion, we request that the referenced position not be de-funded and that
the general practice of setting aside funds for vacant positions and requiring
additional Council action for funding at time of recruitment not be instituted.
