RE: Bill No. 55, Draft 2: An Ordinance Providing for the Establishment of the
Kailua Village Business Improvement District No. 1
Thank you for the opportunity to testify in support of Bill No. 55, Draft 2 relating to
the establishment of the Kailua Village Business Improvement District No. 1.
The establishment of the Business Improvement District in Kailua-Kona area, will
provide a legal mechanism to implement creative solutions to improve and
maintain the physical appearance and aesthetics of public right of ways, open
spaces and parks, increase cleanliness, attractiveness, safety and economic
vibrancy of Kailua Village by assessing landowners, lessees of land, commercial
tenants and residents within the District to finance these improvements and
programs.
This initiative, if implemented, will enhance the quality of life of the residents,
businesses, visitors and workers within the Kailua Village by providing them with
a clean, safe and enjoyable environment in which to live, work, play and conduct
business. It will also serve as an example for other communities to follow in
Hawaii County. Your favorable consideration of Bi1155, Draft 2 is appreciated.
