Your Committee on Environmental Management, to which was referred Communication 355
reports as follows:
Communication 355 transmitted by Mayor Harry Kim appointing Bobby Jean Leithead-Todd as
County of Hawaii Director of Environmental Management effective June 1, 2007.
From Mayor Harry Kim, dated April 18, 2007. Ms. Bobby Jean Leithead-Todd is presently
employed as a Deputy Corporation Counsel for the County of Hawaii. Prior to then, she was in
private practice as an attorney in addition to representing District 2 on the Hawaii County
Council for three and a half terms. She has also served as the Legislative Auditor for the County
of Hawaii. She will replace Bazbaza Bell, who has served as the Director for this Department
since 2002 and is resigning on Apri130, 2007. If confirmed, she will serve a term co-terminus
with Mayor Kim, which will end on December I, 2008.
Your Committee on Environmental Management recommends confirmation of Ms. Bobby Jean
Leithead-Todd as County of Hawaii Director of Environmental Management.
