Your Committee on Finance, to which was referred Resolution No. 170-07, reports as follows:
The State of Hawaii Legislature enacted Act 160, Session Laws of Hawaii 2006, known as the
Supplemental Appropriations of Act of 2006, which in part, appropriated funds to the State
Department of Land and Natural Resources, the State Department of Agriculture, and the County
of Hawaii for their coqui frog eradication and control efforts. The Department of Agriculture,
which had previously given some of its funding to the County to purchase citric acid anhydrous,
now proposes to enter into another contract with the County of Hawaii and provide $125,000 to
administer acost-sharing program to assist qualified nurseries and landscape companies on the
Island of Hawaii to finance the construction of hot water treatment facilities for the treatment of
plants and plant parts for coqui frog disinfestation.
Pursuant to Hawaii Revised Statutes, Section 46-7, it requires that County departments obtain the
consent of the Council to enter into agreements with the Federal or State governments respecting
action to be taken pursuant toany of the powers granted by law to furnish, expend, and receive
any funds or other assistance in connection with projects being or to be undertaken pursuant to
those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 170-07
and recommends its adoption.
