Your Committee on Finance, to which was referred Resolution No. 171-01, reports as follows:
Resolution No. 171-07, transmitted jointly with Bill No. 89 by Director of Finance
William Takaba, via Communication No. 351, dated April 16, 2007, authorizes the Office of the
Mayor to enter into an agreement with the State of Hawaii Department of Transportation, for the
Hawaii Fire Department Generator Purchase grant.
The State of Hawaii Department of Transportation's Safe Community Program has authorized
funding towards the Hawaii Fire Department's Generator Purchase Grant Project. The grant
funds will be used to purchase twenty (20) sets of generators, lights, and traffic signs that will
provide a well lit and well marked accident scene on poorly lit rural highways. The new
equipment which should protect motor vehicle accident victims and the fire personnel from
injury and death, will be assigned to designated fire stations around the island. The funds
provided by the State of Hawaii Department of Transportation are derived from grants provided
by the federal government, under the National Highway Safety Act of 1966.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to famish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 171-07
and recommends its adoption.
