Your Committee on Finance, to which was referred Resolution No. 186-07, reports as follows:
Resolution No. 186-07, transmitted by Mayor Harry Kim, via Communication No. 377, dated
April 26, 2007, in accordance with Section 89-10(b), Hawaii Revised Statutes, for Council
action is a resolution authorizing the appropriation in future fiscal yeazs of funds to cover the
cost items agreed to between the employers and the Hawaii Government Employees Association
(HGEA) for bargaining units 02, 03, 04, 13 and employees excluded from those units for the
contract period July 1, 2007 through June 30, 2009.
Cost items presented for your consideration are across-the-board increases; step movements,
increases to meal allowances, increase in night differential and increases in per diem rates. In
addition, compensatory time will be capped at 240 hours.
Pursuant to Section 89-10(b) of the Hawaii Revised Statutes relating to collective bargaining,
requires that "[a]ll items shall be subject to appropriations by the appropriate legislative bodies.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 186-07,
and recommends its adoption.
