Your Committee on Finance, to which was referred Resolution No. 188-07, reports as follows:
Resolution No. 188-07, transmitted by Mayor Harry Kim, via Communication No. 381, dated
Apri127, 2007, authorizing the appropriation in future fiscal years of funds to cover the cost
items awazded by the azbitration panel to resolve the impasse between the employers and the
Hawaii Government Employees Association (HGEA) Bargaining Unit 09. The settlement
covers the period July 1, 2007 through June 30, 2009. Cost items presented for your
consideration aze across-the-boazd increases, step movements, and an increase in night
differential.
Pursuant to Section 89-11(e) and (g) of the Hawaii Revised Statutes relating to collective
bargaining, requires that in the case of a final and binding decision by an azbitration panel, all
items requiring any moneys for implementation shall be subject to appropriations by the
appropriate legislative bodies.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 188-07,
and recommends its adoption.
