Your Committee on Finance, to which was referred Resolution No. 194-07, reports as follows:
Resolution No. 194-07, transmitted by Mayor Harry Kim, via Communication No. 394, dated
May 4, 2007, authorizing the appropriation in future fiscal years of funds to cover the cost items
agreed upon by the employers and the United Public Workers (UPW) affecting UPW Units Ol
and employees excluded from Bazgaining Unit O1 for the contract period July 1, 2007 through
June 30, 2009. The cost items presented for your consideration aze across-the-boazd increases,
replacement of identifications tags, increase in stand-by work, increase in night differential,
increases in meal allowances, increases in drug testing, and increases in per diem.
Section 89-10(b) of the Hawaii Revised Statutes relating to collective bargaining, requires that
"[a]ll cost items shall be subject to appropriations by the appropriate legislative bodies."
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 194-07
and recommends its adoption. ~
