RE: Bid No. ] 731
In response to your inquiry of January 7, 1998, regarding Mr. Michael Allen's request for an
investigation on Bid No. 1731, the following is submitted:
Bid No. 1731 relating to cover material for the Hilo Landfill was opened on December 23, 1997.
Mr. Allen filed a formal protest with myself as chief procurement officer.
In accordance with provisions of the Department of Accounting and General Services' Hawaii
Administrative Rules, the protest has been forwarded to our Corporation Counsel for review.
The Hawaii Administrative Rules provide for protests and appeals. A request for an
investigation to your committee seems out of order as decisions on the protest will be based upon
an investigation. With the potential for litigation, you may want to confer with Corporation
Counsel.
