SUBJECT: Cost Items, SHOPO
Bargaining Unit 12 and Employees Excluded from BU12
In accordance with Sections 89-11 (e) and (g), HRS, attached for Council action is a resolution
authorizing the appropriation in future fiscal years of funds to cover the cost items awarded by the
arbitration panel to resolve the impasse between the employers and the State of Hawaii Organization of
Police Officers (SHOPO) for Bargaining Unit 12. The settlement covers the period from July 1, 2007
through June 30, 201 1. Cost items presented for your consideration are across-the-board increases, step
movements, uniform maintenance allowance, firearm maintenance allowance, increase in auto
allowances, increase in standard of conduct differential, increases in meal allowances, and increases in
per diem rates.
Attached as exhibits to the resolution are schedules showing the total cost of these various adjustments
over the four years of the contract.
As many of the cost items are effective on July 1, 2007, we ask that this resolution be waived from the
Finance Committee to the full Council meeting scheduled for June 20, 2007.

Pursuant to Section 2(g} of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
