Cook, HI 96704 June 1, 2007 TESTIMONY- Fri., June 1, 2007, 10:15 am COUNTY COUNCIL IN HILO BILLS FOR ORDINANCES (FIRST READING) RE: Bill 51 (Draft 3) Amends Chapter 27. Flood Control. Hawaii County IN FAVOR- With time for realistic Modifications and gathering of consensus Dear Chairman Hoffmann and Council Members, I. I am writing to encourage the County Council to pass appropriate Amendments to Chapter 27, Flood Plain Management with the emphasis on Public Safe and Quality of Life. II. In order to create a workable bill which serves the publics need for safety from flooding and storm water run off, I suggest that simultaneously you consider interrelating revisions to: Cha to er 27, Flood Control: Chapter 10 -Erosion and Sediment Control: and Chapter 23, Subdivsion Code. III. Create a Blue Ribbon Committee with the goal of Consensus: With the goal of reaching consensus with balanced community representation: Those affected by flooding (small and large); urban residents and farmers; real estate people; developers; activists; lawyers; engineers; those with environmental concerns, SWCD's, NRCS, Farm Bureau, etc. Note: none of the above are mutually exclusive. Perhaps each Council Member nominate two. Public Works and Planning people would be advisory. This way we can create three safe, balanced codes that are working together and represent what is best for the island as a whole. Sincerely yours, Ambika Kosada
