Dear Chairman Hoffman
I am writing to you as a landowner of several properties in North Kona rl;l;urcin;; our
significant concerns and objections to the amendments proposed in Bill S I 'f hr, ucuneil
is to be applauded tiTr your efforts in kteping Hawaii's ordinances currea: r~iCl•I Federal
t~LMA regulations. However. the additions to the Rill that restrict dt:,I::Iclrnsn: and
activities outside of flood zone areas will be devastating to the future of'I'h;: Es;g lsl;utc.'
We offer the following comments fur your consideration'
1. The amendments to Chapter 27 should only address the necessary ;vi:•i ms in
order to be consistent and in wrnpliance with current l'CMA rcqu n;lrls:n[:. 1Vc
are adamantly opposed to applying the Special Flood Hazard Art:; I;.LIi ~ernents.
on all new development or construction aS it has no hasis m' r;;h: r,.nr,;t in the
context of FEMA regulations, which are applicable to special flood Itll;: ard' aroas.
2 We object to limitations nn grading, cunslruc[ion, or developn,era. ra, tbtrpes
greater thtu, lU percent. Bill 51 proposes to resrtrict grading, cpnyr,rG;fl)'t, ftgd
development in areas greater than IQ% to 20% of the lot area o: ruu' In thy:
subdivision. 'There is no technical merit for such a requircmera, u,l is not a
requirement of FF.MA regulations. As such, we request that the I" en r- (i' rumuv,;
