Angel; County Testimony Subject: Bill 51 Draft 3 Dear County Counci: Bill 51 Draft 3 must pass. It doesn't matter how many "experts" weigh in on the subject of flood control. The fact is that if you grub and grade acreage, put in paved roads and house roofs you are changing the way in which water flows. Cases in point are the Ariana development which has washed away the coffee farmers soil and Kona Sea Villas which was flooded by a culvert built under Kuakini Highway that could not contain the waters that ran through it. The Planning Commission granted Sunstone LLC the right to develop 290 condos in the middle of an immature flood plain. This is another disaster that WILL occur no matter what the "experts" say. A 5 foot culvert is NOT going to stop a billion gallons of water. The Planning Commission says "we just issue permits". This is much too simplistic a way of looking at things. They must be forced, by law, to look at traffic, flooding, infrastructure, etc. Perhaps the County Council should include any previously permitted developments in this Bill.
