Dear Chairman Hoffmann,
I strongly urge you and your colleagues to support the establishment of the
Kailua Village Business Improvement District No. 1. I cannot testify in
person, as I'm in California helping my recently-widowed mother move. I
would ask that you consider this letter as my testimony, and give it the
same weight you would if I could be there in person.
Asa 13-year (voting) resident of Kailua-Kona, I really value what Kailua
Village is, and more importantly, can be, for our island. You all know its
historical significance, being the home of Mokuaikaua Church, Hulihe'e
Palace, and Kamakahonu Beach. It is important, for both residents and
visitors, that these sites be not only preserved but available, safely and
cleanly, for all of us who live here (or visit) to appreciate.
More importantly, I'm sure that all the members of the County Council are
aware that Kailua Village has deteriorated. It is not clean, it is often not
safe, and it is no longer the picturesque, charming, beautiful village it has
been and can be again. There are some great restaurants and businesses in
town, but many of us don't go there-- but would like to (and should!).
Business Improvement Districts have been successful throughout the
mainland, and more importantly, here in the state on Oahu with the Waikiki
and Fort Street Mall areas. This Business Improvement District is, as I see
it, the only solution to the growing problem in Kailua Village, and provides a
mechanism for acounty/BID/public partnership, so all of us can help bring
Kailua Village back to being the beautiful, safe, clean center of West Hawaii.
Mr. Hoffman, I ask that you and your colleagues please support the passage
of Bill 55, Draft 2 to help our area and our island.
