$375,000 to 400,000 assessments (43%) are on Condos.
ZERO Board members of BID organizing committee were from Condos.
Condos already pay OVER 40% of the property taxes in the district!!!
For Zone 1 this amounts to a 22% properly tax increase.

TMK data was only available by visiting the County offices.
TMK data is incomplete and inaccurate.
By-laws have not been available to general public, only'the plan'.
By-law amendments are being made at the 11th hour.
Plan says 11 voting board members, amendment says 15 voting members
Condo Representation is 1/n (n = number of condos)
20 votes for (1400) condo owners (83% of district payers).
A single family home owner in Zone 2 has 300 times the leverage.
Services and improvements are "primarily" in Zone 1.
Zone 2 provides more than 1/3 of the funding.
Condos will get little benefit in either Zone.
Chapt. 35.20 states assessments should be based on benefits received.
35.21 allows 110% increase over previous years collections even if budget exceeded.
This could happen because of changes in assessed tax values.
Rate increases + assessment increases can exceed 10% per year.
35.3.b REQUIRES a description of the "level of service" currently provided by the county.
Plan only says District MAY set a baseline agreement.

Interesting Points
Condos are among the best maintained properties in the District
Condos do not ignore County codes such as sign regulations
Condos have off street parking of their own.
Many Condo complexes have security of their own.
No food wrappers, cups or litter with Condo logos found on the streets.
The 650 condo units in Zone 1 is 1/2 the number of hotel rooms (1263)
Cruise ships put more visitors on the street every week than condos and Hotels combined.

Suggested Action
Send it back to the committee.
Clean up discrepancies.
Find a more equitable funding formula.
Change the representation scheme.
Modify Chapter 35 as necessary.
Scale down the district to a subset of Zone 1.
