My name is Mattson Davis and I am the President and CEQ <~t I,:~ n a
Brewing Company, a local business located in the proposed Kailua ViNa,il-
Business Improvement District. Tam also a board member of the K.aas. a
Village Business ImprovemenT District.
I am here to testify in support of the establishment of this dist^ I' ai ni..~~.
will enhance the quality of life within Kailua Village_ TFie proposed Bill hj7 u; i II
provide businesses, residents, visitors and employees of Knilun Village, uri i~
clean, safe and enjoyable environment in which-to live, work, play and irvr.
Bill 55 will enhance Kailua Villages overall appearance and ntmosp,lic rr:
therefore allowing the Hawaii Tourism industry to grow. Tt will naa t~
Hawaii s economy by restoring ambiance and create a refreshing vir;i rn~°
destination.
Unfortunately, the rapid growth of drug activity that is sweeping ^ Nne
Hawaiian Islands is leading to an increase in theft, and has lead tu~ e.l~:~{~o.^^~:I
crime in Kailua Town. Supplemental security provided by Hawaii C'cur rp+

Nor only does Bill 55 bring safety to our community but it improves r v~:.
District by undertaking special projects such as enhanced streetscn.pe,
and/or landscape, wayfinding and signage, lighting, pedestrion pathy~rps a~n i
surfaces.
These enhancements will lead to a deepened connection with Hawaki;i u
cultural assets and a sense of place, allowing arms of concern to be s°e.~~:.r:~:.u~
to the appropriate agencies.
The Encompassing proposal of Bill 55 will lead to a better way of fit E f~:'r
every one that lives, visits or even one day dreams of taming an ths. ii
