RE: Kailua Village Business Improvement District
Dear Chairman Hoffman,
As a person responsible for managing a busy real estate office located in the heart of the
proposed Kailua Village Business Improvement District, I am writing this letter to offer
my complete support for establishing this District.
Kailua Village is one of the most important historical, cultural, commerce, and tourist
sites on the Big Island of Hawaii. Unfortunately, very little effort has been put into
preserving and improving this treasure. Hopefully with community participation and
direction from the Kailua Village Improvement District a change in attitude and action
can be generated.
Specifically some of the actions could include cleaning up Sazona Rd. which borders my
office. Weeds, trash and other debris make [his area unsightly. The street needs to have
the potholes fixed and to have mazkings for a pedestrian lane as it is a significant
walkway between Alii Dr. and Kuakini Highway as well as a busy roadway. It is also
any azea where people have gathered to drink alcohol and sell drugs. This behavior is
threatening to employees, tenants, customers and tourists alike and requires continued
law enforcement presence. Another desirable action would be to enforce the existing
sign laws on Alii Drive to help improve the appeazance of this heavily traveled roadway.
The formation of improvement districts will always have those in opposition for financial
reasons. Mayor Jeremy Harris of Honolulu in a speech in Kailua-Kona a few years ago
stated that the people who were most opposed to the Waikiki Improvement District
eventually became the staunchest supporters when they saw the benefits. I believe that
we can have [he same experience here. We have an opportunity to do something very
special for our community and need to move forward without delay to establish the
Kailua Village Improvement District.
