Deaz Chairman Hoffinann and Members,
I support Bi1155, Draft 2 and believe this is the legal mechanism through which the
private and public sector can work in concert to improve and maintain the physical
appeazance and aesthetics of public right of ways, increased cleanliness and security in
our historic Kailua Village.
A great opportunity is upon this council to establish the first business improvement
district in the County of Hawaii -the third in the State of Hawaii. Waikiki and the Fort
Street Mall are shining examples. We have much to learn and to do to reverse our
community from decline and return Kailua Village to a wonderful place where we can
live, work, play, shop, dine and celebrate our Hawaiian culture.
Please be a pazt of history and support the passage of Bill 55, Draft 2 for all of us.
