ADVISORY COMMITTEE ON BIC-; CLE A?~D PEDESTRIAN SAFETY January 6. 1993 Council Members ~ n_"" ~?r- - 25 Auptmi Sn~eet r` ~ ~ Hilo, Hawaii 96725 Desr Council Member, Our committee has learned that the Federal High~~<ry Admviistration has recently caused a major shake-up within the Depamncnt of Trans ~ortation regarding the DOT's unsatisfactory method of selecting and prioritizin ~ transportation enhanceitrent (T~) projects. The FHWA is holding back several mil'ion,'yzar of TE funds statewide penduag DOT compliance. Thankfully, compliance is imriinent. \~'e also understand that some projects on other islands may not qualify, or may be delayed, and these funds will then he available for other projects. These wrobligated funds must be te-obligated at short notice. There will most probably be a call, prior to April 1998, for qualifying projects that are really to go. 'a4r. Michael 1\4ede.iros, Bicycle-Pedestrian Coordinator, State DOT, urKl us to identify Big Island projects end get them ready to qualify, so that when the call f x projects is made we are ready to take advantage of the opporhmity. A key qualifying factor fot any project is [lac availahlhtq of the local match. Several council members have spent andlor committed firure county expenditwe toward qualifying TE projects. It would seem appropriate to use this moue}r as a 20°~a match- and expand the scope of work to include what can be zccomplished for five times thst of the original funding - a $20,000 project when 80°,-o matched becomes a $100,000 project. Can we schedule a briefing for the full council as ;Dori as possible? Mr Medeiros is wrlling to come to Hilo.
