Dear Chairman Hoffmann,
Please support for adoption of Bill 55, Draft 2.
The Kailua Village Business Improvement District is a much-
needed solution to the existing deterioration to historical
Kailua Village.
As an employee of Huggo's I have witnessed and been a victim of:
• One night I was walking to my car after work at 2:OOam. My
car was parked in the Royal Kona Parking lot. There where
these 4 people that followed me and the other manager to
our cars in which they where harassing us all the way.
When we got to our cars one of the four people jumped us
while the other 3 cheered that person on. This is the
first time I had to defend myself in which I latterly had
to fight. Both me and the other manager where injured in
this fight. This parking lot was suppose to be safe for us
to park in.
• Just last week I had a guest that parked across from Huggos
after he had a wonderful dining experience he went to his
car and to find out his car was broken into. The
vandalistic took a rock and smashed out his window.
• In April there was a incident in the Huggos parking lot
which involved a woman who took off her high heel and
smashed a guy in the head with it and then took her shoe
and preceded to bash in his pick-up.
• In January our cleaner showed up at 11:OOpm to clean the
restaurant and was jumped and got beaten up by 3 men right
outside the restaurant.

• The taxi drives will not pick up people in the coconut
grove parking lot due to the excessive violence and women
being physically violated in the parking lot.
• I worked out in Waikoloa for 14 years and I witnessed
concierges from the hotels telling people do not go to Kona
because it is unsafe especially if you have a rent a car.
• They even stopped sending the tourist to Kuabay, because
when you would park your car and walk down to the beach by
the time you got back your windows where smashed out.
We have such a beautiful town and could be a world destination
spot which would bring more revenues to small businesses and the
community we need to take pride in where we live and do
everything possible to make it safe not only for tourist but
also for us kamaaina's.
Over the years Kailua Village has declined in appearance and
ambience. Our employees, residents and visitors are subjected to
criminal activity such as drug dealing, panhandling and graffiti
mar our beautiful village. The BID will allow business,
government and residents to collaborate to implement immediate
solutions to address cleanliness and safety to this historic
area.
Please support this much needed legislation to save our village
community.
