Re. Bill 55 - An Ordinance to Establish the Koilua Village Busines•~
Tmprovement District
To all members of the County Council of The County of Hawaii,
My name is Richnrd Towle and I am the Chief Operating Cffica:r•
Koren Brewing Company, n local business located in the proposed M"nit.uta I~ i ba
Business Improvement District. Tam also a resident of Koilua-Kona turn: a
member of the Board of Directors of Kona Montessori Schoal_
I•am writing to urge support of the establishment of the Kai{ua ~lilla~e
Business Improvement district which will enhance the gtxility of lifiz uai• Itir
Koilua Village. The proposed Bill 55 will provide businesses, resident,,
visitors and employees of Koilua Village with d clean, safe and enjaya~~gr
environment in which to live, work, play and invest.
Bill 55 will enhance Koilua Village's overall appearance and atmos;oPter,:.
therefore allowing the Hawaii Tourism industry to grow. Tt will uad 1-~a
Hawaii s economy by restoring ambiance and create a refreshing visitrot~ .
destination.
Unfortunately, the rapid growth of drug activity that is sweeping 1'hf;.
Hawaiian Islands is leading to an increase. in theft, and has lead t,~ el~.~~ c Cr: r.
crime in Kailun Town. This situation has increased the risk to the pc~i°e:rr~i

and/or landscape, wayfinding and signage, lighting, pedestrian pathways ~7d ;
surfaces.
These enhancements will lend to n deepened connection with Iota- <:u1t~.~r ~
assets and n sense of place, allowing areas of concern to be repai ted i ~o ~ I•u.
appropriate agencies.
The Encompassing proposal of Bill 55 will lead to a better way of life do~•
every one that lives, visits or even one day dreams of coming to thz 8 u;l
Island of Hawaii. The future of Hawaii depends an progress and rr~ovir~c~
forward and Bill 55 ensures a safer, cleaner more productive future f c7r
everyone.
