Dear Ms. Jarman,
I represent W. Gibson LLC, a recipient of your notice of last May 11th concerning the
above, and the owner of the leasehold interest of TMK (3)7-4010:074.
The proposed bill and improvement district it covers should be limited to what it refers to as
Zone 1. There is no adequate mechanism indicated for who, will disperse money collected and what
for and when, and how responsibility and accountability will exist and be maintained. Thus at a
minimum, the proposed bill and/or its summary are inadequate, even if its objectives are laudable.
If these two major shortcomings are addressed and resolved, more support may be
forthcoming.
