I have been a resident of Kailua Kona for over 20 years and have been concerned at the ongoing deterioration of the Kailua Village area. I do appreciate that there is a limit to the level of services that the County can provide under the existing Tax structure and believe that the Business Improvement District concept does represent a logical and proven approach to making the necessary improvements that will restore the village to an acceptable and reasonable condition. I currently occupy a business office with a window to Sarona Road and use a parking lot with access from this road. I would stop short of saying that I consider some of the people and their activities in this (Sarona rd) area a personal risk to me, however many of the activities are certainly illegal, some of the people are certainly loud, offensive/obscene and threatening, and the trash they leave in the area is quite unattractive. I understand that the late night activities are much worse. We have a tourism driven economy and this is likely to remain so for some time. It would seem that the activities in and around Sarona Road are mirrored elsewhere in the village and that this situation is getting worse. It will not be very long before the reputation of Kailua village will severely detract from appeal to tourists and local people alike and it will be avoided. In fad I understand that this has already happened. I believe that the Waikiki and Fort Street Mall models clearly show that the Improvement district concept does work to reverse this unacceptable trend and can return Kailua Village to what we would all like to see. erely ck Vidgen ~~°7 Comm.
