Re: Resolution Transferring Funds
Enclosed is a resolution transferring $49,000 out and from the Parks and Recreation's OCR
account and crediting it to the Transfer to Capital Projects Fund account. In April 2007, Council
member Dominic Yagong generously transferred contingency funds of $40,000, to purchase
building materials to construct a staff storage unit and a community storage unit at the Honoka'a
County Park Complex; $7,000 to provide fencing materials for the Honomu Park Baseball Field;
and $2,000 to purchase building materials to construct a covering for bleachers at Kula'imano
Park; into the Recreation Division's OCE account. However, the Recreation Division has been
unable to purchase the necessary materials for the construction of the storage facilities as plans
are still pending for this project. The transfer to the Capital Project Fund, more specifically for the
Park Improvement Projects -Council District I account, will allow the department to complete the
purchase of materials and the construction of the storage facilities in the upcoming fiscal year.
Because the funds need to be appropriated before the June 30, 2007 lapsing date, the
Department of Parks and Recreation is requesting a waiver from the Finance Committee and
have this resolution heard at the next Council meeting scheduled for June 20, 2007.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In April 2007, Council member Yagong generously transferred contingency
funds of $20,000.00 to purchase building materials to construct a staff storage
unit to be completed by community volunteers, $20,000.00 to purchase building
materials to construct a community storage unit at the upper concession locker
room facility, $7,000 to provide fencing materials for the Honomu Pazk Baseball
Field, and $2,000 to purchase building materials to construct a covering for the
bleachers at Kula'imano Park for a total of $49,000.00 to account

From the Designated Fund Account and Crediting Same to a Designated Fund Account)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the CounTy of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
