SUBJECT: Cost Items, Excluded Managerial Employees
Dear Chairman Hoffmann and Members of the County Council:
In accordance with Sections 89C-2 and 89C-3, HRS, attached for Council action is a resolution
authorizing the appropriation of funds to cover pay adjustments for excluded managerial employees.
These pay adjustments cover the period from July 1, 2007 through June 30, 2009 for bargaining units 31
and 35, and the period July 1, 2007 through June 30, 2011 for bargaining units 34 and 36. Cost items
presented for your consideration are across-the-board increases, within range progressions, moves to the
appropriate salary, increases in meal allowances, increase in night differential, increase in uniform
allowances, increase in firearm maintenance allowance, increase in auto allowances, increase in standard
of conduct differential, a second pair of station boots, and increases in per diem rates.
Attached as exhibits to the resolution are schedules showing the total cost of these various adjustments
over the two or four year periods for each excluded managerial bargaining unit.
As many of the cost items are effective on July 1, 2007, we ask that this resolution be waived from the
Finance Committee to the full Council meeting scheduled for June 20, 2007.

ADJUSTMENT AUTHORIZED BY THE APPROPRIATE AUTHORITY FOR
EXCLUDED MANAGERIAL EMPLOYEES OF THE COUNTY OF HAWAIL)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
