Dear Chairperson Hoffmann and Members of the Hawal'i County Counci
I am a member of the Kona community and am very concerned that the rsrru: ~ua mr;~rYM i:c.
BIII 51 proposed by Councllpersons Ford and Hoffmann have far reachls~ II in t:; ttct,!r they
have not been thoroughly considered. I consider It Irresponsible for Cow•r,;1,:!~r ~~ns to
propose amendments to an ordinance that Impacts the entire island withr.~ut !~:;irna
thought regarding economic and ecobgical consequences. It appears trusil, I h a:n a vvas
no consultation with anyone in the agricultural, engineering, architectural, I:di r ~ nirq~, .pr
construction industry regarding the far reaching consequences of the prop~;;~; tn;i
amendments. 1 am extremely worried that this type of legislative process, i!;; :along
place. I believe that as Councilmen, you have a duty to the citizens of tn~! ~I:,: Ginty of
Hawaii to assure that proper consultation with professionals and other knr, arl! ~callt:~ablcr
parties takes place arlor to introducing legislation. it seems that the Coucr,; I ! la noose 7
amendments to Bi1151 are being rammed through the process with all tesarnurr,~ t~y
professionals and others with vast experience in flood control issues cornl:~l!~,~~~I;,
ignored. I am disappointed that the people who were chosen to represen;lf r.itlzcrns
of this County seem to consider only their own opinions and Interests and roc 1 il~ a good
of the entire island.
I strongly urge you to delete from Bill 51 all amendments introduced by Gai.ii° ralpa~rt<m~+
Ford and Hoffmann until proper consultation with professionals and other rr°'!crt,~~i
parties can be thoroughly completed and all consequences of the amend rr ib:+ ce.~ru b=:
thoroughly reviewed.
I recommend approval of the amendments proposed by the Department ;:f f~ ul;+l lc I/Vx4.,
at the earnest possible date so that the County remains In compliance wftfu f~ Eil"J~•
requirements.
