Dear Chairperson Hoffmann and Members of the Hawaii County Counr.il.
I am a member of the Kona community and am very Concerned that the 3 rr uvut!nent;: i'n
Bill 51 proposed by Councilpersons Ford and Hoffmann have far reachir~r;~ i • •gaaa:3 thf3'
have not been thoroughly considered. I consider 1t Irresponsible for Coun~: l :ran:'~ns 1:0
propose amendments to an ordinance that impacts the entire island withcl.l: r:;rute
thought regarding economic and ecological consequences. It appears IITI!d -1•rfre ~In~as
no consultation with anyone in the agricultural, engineering, architectur:fl. I:I:f.nnirp;3, car
construction industry regarding the far reaching consequences of the pa~:q:r:cf,6 i
amendments. I am extremely worried that this type of legislative process!! fl. tl7k rig
place. I believe that as Councilmen, you have a duty to the citizens of th~:,rnan•ty oti
Hawaii to assure that proper consultation with professionals and other H:'I~,:~ ~ Cf: i~3f6ablfa
parties takes place AlL to introducing legislation. it seems that the Cou ° i 's F rc~p~ose d
amendments to Bill 51 are being rammed through the process with all tr.:r.ti-u:~1/ by
professionals and others with vast experience in flood control issues c+a-rl p rir; l;r
ignored. I am disappointed that the people who were chosen to repress: rlt t 9 2 citizens
of this County seem to consider on{y their own opinions and interests anc: ir.~t the goo i
of the entire island.
I strongly urge you to delete from Bill 51 all amendments introduced by t:;'nL r!ri p(}rsons
Ford and Hoffmann until proper consultation with professionals and other n1'acn:~d
parties can be thoroughly completed and all consequences of the amel°rinl srlt:, can b 3
thoroughly reviewed.
I recommend approval of the amendments proposed by the Departmer~t,a f~'utdic Woks
at the earliest possible date so that the County remains in compliance adi:~ I'~'lIJIA
requirements.
