Due to the increased clerical workload of serving the public as well as the Transportation Commission, an additional clerical position is being requested. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.l: Expansion of Transit Agency's duties including administering the Transportation Commission and the Shared Ride Taxi Program are the basis for much of the increased work load. Also, as the agency provides services for over 2,400 individuals accounting for over 300,000 passenger trips and clerical help is needed to compile statistics, answer phones, se 1]. bus tickets and coupons, and assist. the public. 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. Agency has used short term contracts, but it has become evident that a full time employee is needed. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.: The position will ensure there are at least two people in the department's office (two Clerks along with Transit Assistant & Administrator) during all office hours. The agency handles upwards of 50 walk-in clients a day in addition to over a hundred phone calls. It will also allow Transit Assistant to devote more time to planning and operational activities, rather than assisting in clerical duties. New Position Form Page 2 4. (Have technological changes been considered?J Short term contracts and computerization of department's functions have been used, but still, another individual is needed. 5. Why were manpower needs not planned through budgetary process? l The volume of work associated with the department was underestimated with the increased number of persons served, more clerical help is needed. 6.
