SUBJECT: Concession at Waipio Lookout
The following is submitted in response to your request for
comments on allowing vending at the Lookout:
1. Our Department has been discouraging any type of vending
primarily due to the lack of space in the area. There
are only nine (9) marked stalls available and adding a
concession will only increase the traffic congestion and
may even create safety hazards.
2. Other problems as a lack of adequate restrooms, no
electricity available, and limited rubbish pickup are
additional factors which were considered in making our
determination.

Dear Mr. Yoshida:
We recently held a community meeting inviting residents from Kukuihaele, Kapulena, and
Waipio Valley. The topic surrounded the issue of possibly disallowing peddling at the Waipio
Valley Lookout azea. We have surmised that this azea is in the County Right of Way, and with
proper permits, is allowable by law.
My office is seeking an opinion from the Corporation Counsel regazding the legality of
designating the Waipio Valley Lookout as a restricted azea, where peddling would be disallowed.
I would appreciate your comments regazding the issue of allowing peddling versus restricting the
practice of peddling in the Waipio Valley Lookout azea. Are there comments that the Parks and
Recreation Department would like to make regazding past practices of peddling of peddling in
the lookout area?
It has not been determined as to what avenue my office will pursue regazding this issue. Your
timely response would be greatly appreciated, as further discussion in the community will take
place once the pertinent information has been gathered. Thank you very much, and I look
