Members of the Hawaii County Council
Thank you for traveling so far from your homes today and expressing interest in
Black Sands Beach and Ninole Ponds. My question to you is: What is the rush to
develop all of Hawaii's best beaches and shorelines? We now have the opportunity, the
will and because of county code 2-217, even the dollars through the 2% property tax
funds; what we now need is the sound decision to purchase this sacred area. As our
county council members you have our trust to do what is Pono. We, as today's people
have an obligation from the ancient ones, as well as, for those to come to express out love
for this beach by preserving it for all time.
This State is awash in plentiful jobs of every description. We have so many
developments now and into the future that the county is having great difficulty managing
them adequately. One must only look to the problems in Kona and Puna to see the
negative effects of poorly planned growth. This county does not have the manpower to
monitor another massive development in a remote location such as Punaluu. The County
is coaxed out now with position vacancies in every department including public works,
planning, police, fire, social services, housing ; in short al! the essential government
functions. How much more government will Sea Mountain Five require?
Hundreds of out of state construction workers will flood this azea, displacing a
small current resident population of friends, neighbors and families going back through
unwritten generations.
The bus and waste haulers, along with apseudo-environmental consultant aze
teaming up with outside investors trying to lure us into going the wrong direction in
Punaluu. Their profits will not stay in Hawaii County, we will be left only with the
forgotten desecrated beach as we try to cope with more poorly planned growth. The
County government can never build itself out of debt; even government backed bonds
must be paid back. Who will be saddled with that debt?
Voters have already expressed their desire for a park at Funaluu black sands
beach. Thank you for preserving this vital heritage and voting to preserve this exquisite
beach and historical Ninole Ponds.
