No. 140-07 PLACE: Council room Ben Franklin Building 333 Kilauea Avenue, 2"d Floor Hilo, Hawaii TIME: 8:30 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Intergovernmental Relations, to which was referred Resolution No. 140-07, reports as follows: Resolution No. 140-07, transmitted by County Clerk Casey Jarman, via Communication No. 309, dated Apri15, 2007, asks that the County grant a vaziance to the KOYO USA Corp. from Chapter 3, Section 3-11(a)(6)(A), Hawaii County Code 1983 (2005 Edition, as amended) relating to the sign code (to erect a wall sign that is 680 square feet in size upon KOYO USA Corp.'s facility located at 73-4460 Queen Ka`ahumanu Highway in Kailua-Kona (delete pazen.). This vaziance is needed because KOYO's physical location and the nature of their business require installation of a sign that exceeds the 150 square foot maximum size wall sign presently allowed by the Code. There was one testifier from Kona, Mr. Hiroshi Usami, from KOYO USA Corp. He stated that the sign was needed because they were faz from the road. He said that the capacity of the plant in the future would be to produce 600 bottles of deep sea water per minute, and the company was expanding their markets from Japan to the mainland US. Council member Pilago stated that he respected the business that they have built but that he would be voting against the sign variance because the Council needed to follow the law. Council member Jacobson said that he also would be voting against this vaziance because it would contribute to visual pollution. Council member Yagong agreed that the Council needed to follow the law. Council Chair Pete Hoffmann stated that he would vote against this because he could see the building from the road and a sign was unnecessary. PWIRC Rept.
