Your Committee on Public Works and Intergovernmental Relations, to which was referred
Resolution 221-07, reports as follows:
Resolution 221-07, transmitted by County Clerk Casey Jarman, via Communication No. 436,
dated May 16, 2007 would permit Mr. O'Brien, on behalf of Hale Hana Partners, to erect a
48-foot sign at the Hale Hana Partners' business center located at 74-5583 Luhia Street,
Kailua-Kona. This sign would exceed the 22 square feet allowed in Chapter 3, Section 3-
58(a)(1)(B), Hawaii County Code, 1983 (2005 Edition, as amended).
Gary O'Brien, applicant; and Sandi Fassbender, Property Manager, for the Luhia I and II and
Hale Hana Partners Centers, were present via videoconference from the Kona Council Office.
Mr. Pilago stated he would be voting against the variance. Mr. Yagong said that he has
businesses in Kona, and the signs do create an eyesore, but it's difficult for businesses in back
alleys to draw customers in who are passing by. The signs out on the road are often crucial to
their business. Council Member Hoffmann stated that perhaps the Council should look at
revising the Code to provide for these businesses.
Your Committee on Public Works and Intergovernmental Relations is not in accord with the
purpose and intent of Res. 221-07 and forwards it to Council with a negative recommendation.
