Your Committee on Public Works and Intergovernmental Relations, to which was referred
Resolution 223-07, reports as follows:
Resolution 223-07, transmitted by Assistant Corporation Counsel Gerald Takase by Communication
No. 445, dated May 7, 2007, authorizes the exchange of real property, being portions of Tax Map
Keys (3)2-2-015:033 and 2-2-01:076, with the State of Hawaii, in connection with Aupuni Center
Parking Lot Improvements.
Assistant Corporation Counsel Gerald Takase explained that the exchange with the State was
necessary so that the County could have a parking lot at Aupuni Center. Public Works Director
Bruce McClure stated that there are encroachments by the State and the County, and for liability
purposes it is better if each building and parking lot is located on their own land.
Mr. Ikeda asked why the property lines were not straight. Director McClure said it was because of
the driveway into the County parking lot, and to exchange an equal amount of land between the
county and the state without either entity having to pay money to the other. Mr. Ikeda asked if the
County would charge for parking. Mr. Takase stated that probably the judiciary parking lot would be
for judiciary employees and customers. He stated that this is why the lots have metered stalls, so that
employees from other buildings would not be inclined to use the parking area.
Your Committee on Public Works and Intergovernmental Relations is in accordance with the purpose
and intent of Resolution 223-07 and recommends its adoption.
