RESOLUTION NO. 244 0'7
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, Positive Coaching Alliance (PCA) Big Island is part of a national non-profit
organization that has created a movement to transform the culture of youth sports so that every
youth athlete can have a positive, character-building experience; and
WHEREAS, PCA Big Island provides training for youth sports leaders, coaches, pazents,
and athletes in order to transform youth sports so sports can transform youth; and
WHEREAS, PCA Big Island's goals aze to replace the "win-at-all-cost" coaching model
with the "Double-Goal Coach," who strives to win, but more importantly, uses sports to teach life
lessons; to teach Youth Sports Organization (YSO) leaders how to create an organizational culture
in which "honoring the game" is the norm; and to spark and fuel a "social epidemic" of Positive
Coaching that will sweep the Big Island and the State of Hawaii; and
WHEREAS, PCA Big Island is currently working in partnership with the County of
Hawaii, AYSO, Pop Warner, Honoka`a High School, Kea`au High School, Konawaena High
School, Kamehameha Schools-Hawaii Campus, and local sports governing bodies; and
WHEREAS, PCA Big Island has held numerous open-to-the-public workshops in 2003 and
2004, two community-wide conferences in 2005, aDouble-Goal Coach I workshop in 2006, and
island-wide workshops at six district sites from April to June 2007; and
WHEREAS, PCA Big Island is currently developing a certification training in order to
increase the number of certified PCA trainers on the Big Island; and
WHEREAS, Council District 3 contingency relief funds will be appropriated to the
Department of Pazks and Recreation to be used towazds the Positive Coaching Alliance Big
Island's certification training program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated asset forth below:

010.101.5101.91 Clerk-Council SVC -Contingency Relief $8,000
CREDITED TO:
010.500.5507.02 Department of Parks and Recreation $8,000

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Pazks and Recreation and the Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
