CALL TO ORDER STATEMENTS FROM THE PUBLIC ON COMM. 439 AND COMM. 440 REFERRALS Comm. 439: APPOINTMENT OF TRICIA MALANKA TO THE COUNTY OF HAWAII BOARD OF ETHICS From Mayor Harry Kim, dated May 15, 2007, submitting for confirmation the above nomination. Tricia Malanka of Council District 7 is a two-year resident of Hawaii. She is an independent contractor working as a realtor, was a flight attendant for American Airlines from 1992 to 2005, is a planning committee member of the Robert Lynn Sayre Foundation, and a silent auction committee member of the Aloha Hawaiian Night. Ms. Malanka states that she is a registered Democrat, and if confirmed, she will serve the remainder of a vacant term to end on December 31, 2007, at which time she will be eligible to be reappointed for another term. Comm. 440: APPOINTMENT OF GERALD PERKINS TO THE COUNTY OF HAWAII SALARY COMMISSION From Mayor Harry Kim, dated May 15, 2007, submitting for confirmation the above nomination. Gerald Perkins of Council District 1 is currently a financial consultant with National Agents Alliance, a Real Estate Salesperson at Hamakua Coast Realty Inc., and the Corporate Operations Officer of Pacific Prime Home Mortgage. If confirmed, he will serve a term to expire on December 31, 2011. Copies of the approved transfer forms are attached for reference. Comm. 438: AN ORDINANCE AMENDING CHAPTER 19, ARTICLE 1 (ADMINISTRATION), (Bill 106) SECTION 19-2, AND ARTICLE 7 (TAX MAPS; VALUATIONS), SECTION 19-53, OF THE HAWAII COUNTY CODE 1983 (2005 EDITION), AS AMENDED, RELATING TO AFFORDABLE RENTAL HOUSING CLASSIFICATION From Finance Director William Takaba, dated May 9, 2007, transmitting the above bill. The purpose of this bill is to increase the availability of affordable rentals on the Big Island by offering tax incentives to owners of properties rented at "affordable" rates. The following are highlights of this proposal: (1) Affordable Rental Rate, defined as a monthly rent not to exceed 75 percent of the Payment Standards as established by the Office of Housing and Community Development, (2) Property Classification: Anew class of property called "affordable rental housing" will be established, with the qualification requirement being that all rental units on the property must be rented at the affordable rental rates, (3) Benefits: recommends properties in the affordable rental housing class receive a tax rate similar to the homeowners class. States that this proposal takes a giant step in getting property owners to lower their rents to more affordable levels on the Big Island, and requests the Council's favorable recommendation. Comm. 442: RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE DONATION OF (Res. 222-07) REAL PROPERTY FROM SURETY KOHALA CORPORATION; TAX MAP KEY NO. (3) 5-4-009:023 (por.) (property is adjacent to Kamehameha Park and next to the Kohala Intergenerational Center, and will be used to construct an outdoor basketball court) From Finance Director William Takaba, dated May 17, 2007, transmitting the above resolution. Surety Kohala Corporation would like to donate a 0.379 acre parcel of land adjacent to the Kamehameha Park in Kohala, to the County of Hawaii. The courts will be constructed as a community project through the Department of Parks and Recreation and County funds will be used to purchase the needed materials. The additional courts will help fulfill the recreational needs of the Kohala community and will be a welcome addition to the current park amenities.
