The proposed schedule of property tax rates for the upcoming fiscal year has no changes from the previous year. Comm. 377: A RESOLUTION COMMITTING TO FUNDING THE COST ITEMS AGREED (Res. 186-07) UPON BY THE EMPLOYERS AND THE HAWAII GOVERNMENT EMPLOYEES ASSOCIATION (HGEA) UNITS 02, 03, 04, 13 AND EMPLOYEES EXCLUDED FROM THOSE UNITS FOR THE CONTRACT PERIOD JULY 1 2007 THROUGH JUNE 30, 2009 From Mayor Harry Kim, dated April 26, 2007, transmitting the above resolution in accordance with Section 89-10(b), Hawaii Revised Statutes. Cost items presented for the Council's consideration are across-the-board increases, step movements, increases to meal allowances, increase in night differential and increases in per diem rates. In addition, compensatory time will be capped at 240 hours. Serving the Interests of the People of Our Island Hawaii County is an Egual Opportunity Provider and Employer FC-12 Page 2 May I5, 2007 Comm. 381: A RESOLUTION COMMITTING TO FUNDING THE COST ITEMS AWARDED (Res. 188-07) BY ARBITRATION TO THE HAWAII GOVERNMENT EMPLOYEES ASSOCIATION (HGEA) BARGAINING UNIT 09 FOR THE CONTRACT PERIOD JULY 12007 THROUGH JUNE 30, 2009 From Mayor Harry Kim, dated Apri127, 2007, transmitting the above resolution in accordance with Sections 89-11(e) and (g), Hawaii Revised Statutes. The settlement, awarded by the arbitration panel to resolve the impasse between the employer and HGEA Unit 09, includes across-the-board increases, step movements and an increase in night differential. Comm. 382: INFRASTRUCTURE AND PUBLIC FACILITIES NEEDS ASSESSMENT (IPFNA): IMPACT FEE STUDY From Mayor Harry Kim, dated April 30, 2007, transmitting the above study, which is a statutory requirement and prerequisite to the adoption of an Impact Fee Ordinance for the County of Hawaii. The attached study covered assessment fees for police, fire, parks, roads, sewers and solid waste. In accordance with Hawaii Revised Statutes Section 46-142, impact fees for water were not included as the Board of Water Supply is the only authorizing body for the imposition of impact fees for water. The Mayor explains the purpose of the study and the definition of Impact Fee, and discusses the reasons for initiation of the study. After much consideration and detailed discussions with department heads, the Administration recommends that the County not proceed with an Impact Fee Ordinance at this time. An overview of the reasons for this recommendation is provided. Comm. 394: A RESOLUTION COMMITTING TO FUNDING THE COST ITEMS AGREED (Res. ]94-07) UPON BY THE EMPLOYERS AND THE UNITED PUBLIC WORKERS (UPW) UNIT 1 AND EMPLOYEES EXCLUDED FROM BARGAINING UNIT O1 FOR THE CONTRACT PERIOD JULY 1, 2007 THROUGH JUNE 30, 2009 From Mayor Harry Kim, dated May 4, 2007, transmitting the above resolution in accordance with 89-10-(b), Hawaii Revised Statutes. Cost items presented for the Council's consideration are across-the-board increases, replacement of identification tags, increase in stand-by work, increase in night differential, increases in meal allowances, increases in drug testing, and increases in per diem. Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code}.
