Comm. 337: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION (Res. 161-07) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) (transfers $19,000 from the Clerk-Council Services Contingency Relief account, and credits same to the Police Department/Animal Control Humane Society account for the Three Ring Ranch, Inc.) Opportunity Provider and Employer FC-11 Page 2 May 1, 2007 Comm. 344: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION (Res. 165-07) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) (transfers $2,890 from the Clerk-Council Services Contingency Relief account, and credits same to the Department of Parks and Recreation's Elderly Activities Division -Special Programs Equipment account) From Councilmember K. Angel Pilago, dated April 16, 2007, transmitting the above resolution. These District 8 discretionary funds will be used to assist costs associated with hosting the 2007 Hawaii State Senior Citizens Softball Tournament at Kailua Park. Comm. 349: A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER (Res. 169-07) INTO NEGOTIATIONS FOR THE ACQUISITION OF PUNALU`U BEACH PARK, NINOLE POND AND ADJACENT LANDS IN THE DISTRICT OF KA`U. PURSUANT TO ORDINANCE NO. OS-166 From Councilmember Bob Jacobson, dated April 17, 2007, transmitting the above resolution. This acquisition is critical for protecting the natural resources, public access and important habitat for endangered and protected sea turtles. Comm. 350: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 170-07) AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF AGRICULTURE, PURSUANT TO HRS 46-7, FOR THE COUNTY OF HAWAI`I'S COOUI FROG ERADICATION AND CONTROL PROGRAM; and (Bill 88) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating $125,000 to the Coqui Frog Cost-Sharing Program account) From Finance Director William Takaba, dated April 18, 2007, transmitting the above resolution and bill. The State of Hawaii Legislature Act 160, Session Laws of Hawaii 2006, appropriated funds to the State Department of Land and Natural Resources, the State Department of Agriculture, and the County of Hawaii for their coqui frog eradication and control efforts. The Department of Agriculture, which had previously given some of its funding to the County to purchase citric and acid anhydrous, now proposes to enter into another contract with the County and provide $125,000 to administer acost-sharing program to assist qualified nurseries and landscape companies on the Island of Hawaii to finance the construction of hot water treatment facilities for the treatment of plants and plant parts for coqui frog disinfestation. FC-11 Page 3 May 1, 2007 Comm. 351: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 171-07) AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF TRANSPORTATION, PURSUANT TO HRS 46-7, FOR THE HAWAII FIRE DEPARTMENT GENERATOR PURCHASE GRANT; and (Bill 89) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating $33,299 to the Hawaii Fire Department Generator Purchase Grant account for the purchase of twenty sets of generators, lights, and traffic signs) From Finance Director William Takaba, dated April 16, 2007, transmitting the above resolution and bill. The grant funds, derived from the National Highway Safety Act of 1966, will be used to purchase equipment that will provide awell-lit and well-marked accident scene on poorly lit rural highways and to protect motor vehicle accident victims and the Fire personnel from injury and death. The equipment will be assigned to designated fire stations around the island. Comm. 352: RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE MONETARY (Res. 172-07) CONTRIBUTION ($12,500) FROM THE FIREMAN'S FUND INSURANCE COMPANY FOR THE HAWAII FIRE DEPARTMENT; and (Bi1190) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating $12,500 to the Fireman's Fund Training Grant account) From Finance Director William Takaba, dated April 16, 2007, transmitting the above resolution and bill. The Fireman's Fund Insurance Company's grant program issues funds to fire departments throughout the United States for various needs. The Hawaii Fire Department applied for and was granted $12,500 from this program to contract a certified instructor to train officers to the Instructor II level. These funds will go directly to certifying 10 to 20 members of the department's instructors under the National Fire Protection Association Qualification Board. Comm. 353: ADMINISTRATION'SREOOMMENDATION FOR THE POLICE FLEET IMPLEMENTATION PLAN From Mayor Harry Kim, dated April 16, 2007, transmitting the above recommendation. Includes background, analysis of various options, and the Administration's recommendation on how to proceed. The goal of a police fleet vehicle program is to enhance and maximize public safety, and it is believed that this can be best accomplished through a hybrid program of pooled and subsidized vehicles. The $1 million provided in the current year's budget for transition to fleet vehicles is being utilized to purchase 20 marked vehicles. An additional $1 million is proposed in next year's budget to continue this process. FC-11 Page 4 May 1, 2007 Comm. 354: REAL PROPERTY ASSESSMENT CERTIFICATION REPORT FOR FISCAL YEAR 2007-2008 From Finance Director William Takaba, dated April 19, 2007, transmitting the above report in compliance with Chapter 19, §19-90(e), Hawaii County Code. The total value of net taxable real property is $26,269,842,249. This amount is $3,562,217,683 higher than the previous year. This represents a 15.69 percent increase from the previous year. Attaches details of the assessed valuations by zones, classes of property and exemptions and appeals.
