Re: Resolution for Multi-year Lease at Hilo Lagoon Centre
Department of Research & Development
The Department of Research and Development (R&D) currently shares office space at the Puainako
Center with a number of other County departments. Since moving to the Puainako Center, the
departments have discovered that there is a shortage of space at this facility to adequately
accommodate staff, hold meetings, and serve the public.
Office space was recently located at the Hilo Lagoon Centre that could accommodate R&D, and R&D
and has requested to relocate there. With this move, all departments currently at the Puainako Center
will have the space needed to operate comfortably and serve the public more efficiently.
Enclosed is a resolution authorizing the County of Hawaii to enter into amulti-year lease for three (3)
years for office space located at the Hilo Lagoon Centre, Unit # 1014 C, 101 Aupuni Street in Hilo.
Also enclosed is a draft of the Proposed General Terms and Conditions.
Due to the urgency of having this lease begin on August 1, 2007, we humbly ask for a waiver from the
Finance Committee and have this resolution heard at the next Council meeting scheduled for July 10,
2007.

FUNDS OF A LATER FISCAL YEAR AND MORE THAN ONE FISCAL YEAR FOR
A MULTI-YEAR LEASE OF REAL PROPERTY AT THE HILO LAGOON CENTRE
FOR THE DEPARTMENT OF RESEARCH AND DEVELOPMENT )
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
