Re: Capital Budget
Enclosed is a bill for an ordinance appropriating the fifth and final increment of the fuel tax
increase established by Resolution Nos. 192-97 and 241-98. Projected revenues are
being allocated utilizing the same distribution method as Increment 4 (based on each
district's percent of miles of local streets), except that road mileage calculations now
account for all roads maintained by the County. Previously, calculations excluded FHWA
roads and FHWA funds were used to maintain these roads. However, presently, FHWA
funds are used basically for new construction, safety and capacity upgrade and not for
maintenance projects. Resurfacing projects for all County roads are now entirely funded
through fuel taxes. The specific projects are listed on Exhibit A of the bill.

A. REQUEST:
Allocation of fifth and final increment of fuel tax revenues established by Resolution 192-97 and 241-98. See
attached Exhibit A, "Fuel Tax Program Revenue Appropriation Increment 5 2006-2008."
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The distribution method used is the same as Increment 4 except that road mileage calculations now account
for all roads maintained by the county. Previous calculations deleted FHWA roads. FHWA roads are County
roads that are functionally classified by the FHWA and the State Department of Transportation (DOT) as
Major Collectors or higher. In the past, DOT allowed us to use FHWA funds to maintain these roads. This is
no longer the case as FHWA funds are basically used for new construction, safety and capacity upgrades.
As a result, we no longer use FHWA funds for maintenance projects. Resurfacing projects of all County
roads are now entirely funded through fuel taxes. Recent examples of FHWA roads resurfaced using Fuel
Tax money include Mamalahoa Highway (Mud Lane to Waimea), Kam III Road, Puainako Street (Prince
Kuhio Plaza) and Kamehameha Avenue. See Table labeled "2006 County Mileage Data."
We have also included an adjustment to account for the cost difference in the unit price of hot mix asphalt
concrete between East and West Hawaii Districts. The adjustment formula is the same used in Increment 4.

Projected fuel tax revenues is $7.2 million.
