Transmitted herewith for the approval of the Hawaii County Council is an ordinance to add a mens rea, or state of mind, element of "knowingly" to sections 7-9 and 7-10 Hawaii County Code to be in compliance with Hawaii Appellate Court ruling in State v. Keawemauhili, P.3d , 2007 WL 1028343 (Hawai`i App., 2007). State v.
