SUBJECT: Transmitting a proposed amendment to Bi1151, Draft 4
An Ordinance Amending Chapter 27, Flood Control, Hawaii County Code 1983
(2005 Edition), as amended, Relating to Stormwater Management
Attached for your consideration is a proposed amendment to Bi1151, Draft 4, relating to Flood
Control, which amends Chapter 27, article 4, section 27-18(c)(6). This subsection imposes new
regulations in azeas where the natural grade of the ground surface exceeds ten percent, in order to
adequately mitigate potential flood hazards resulting from man-made alteration of the terrain in
such azeas. Because of the length of the bill, I am not attaching the entire bill, but only an excerpt
from the affected section.
The proposed amendment clarifies that the amount of runoff to be contained within the site
boundaries shall be calculated according to the Department of Public Works "Storm Drainage
Standazds," dated October 1970, or any approved revision.
Ramseyered against Draft 4 of Bi1151, the proposed amendment reads as follows:
"(6) Within areas where the grade of the natural elevation of the ground surface
prior to construction exceeds ten percent, filling, grading, and other
development which may increase flooding or erosion hazards shall be
prohibited unless a professional civil engineer licensed in the State of Hawaii
certifies that the development will contain its own runoff and not increase
flooding or erosion in other areas. The amount of runoff to be contained within
the site boundazies shall be calculated according to the Department of Public
Works "Storm Drainage Standazds "dated October 1970, or anv approved
revision. Creation of impermeable surfaces on such sloping azeas will be
limited to no more than forty percent of the total land azea of any lot or ,1 ~ ~
