Arakaki, Council Chairman and Council Members Hawaii County Council Hilo, Hawaii 96720 Re: Charter Amendment Establishing a New Department Department of Data Systems Enclosed is a proposed charter amendment establishing a new Data Systems Department. Electronic data processing throughout the County has grown to a point where it is now time to consider the establishment of a new department. Initially, the primary user of the services provided by the Data Processing Division was the Department of Finance. Today, with technological advances in the area of electronic data and telecommunication applications, service demands being requested of the Data Processing Division by departments and agencies warrant the consideration of establishing the Data Processing Division as a stand alone department. The external auditors have criticized the division for not updating the 1991 Long-Range Strategic Information Systems Plan. However, without the equivalent department stature, the Data Processing Division does not have any substantial influence over data systems directions being taken by other departments and agencies. We concur with the external auditor's recommendation that there needs to be an update to the long range plan. A department charged with the responsibility to administer the coordination and development of data systems throughout the County will insure that departments and agencies are properly advised in their development of data and telecommunication systems.
