Re: Capital Budget
Enclosed is a bill for an ordinance adding the Lai'o'pua Connector Road Project for $1,500,000
to this fiscal year's Capital Budget. In Fiscal Year 2006-07, $10,000,000 was appropriated
towards the construction phase of this project. However, bids were recently opened and the low
bid exceeded the estimate for this project. The additional funds will enable the Department of
Public Works to award this project and execute the construction contract. These funds also
include monies for contingencies and for construction management assistance.
This project consists of extending Keanalehu Drive approximately 1,700 feet and Manawalea
Street approximately 3,800 feet to the intersection of both roads and includes water, sewer,
drainage, electrical, telephone and caty utilities.
Due to the urgency of awarding the contract for this project, the Department of Public Works is
requesting a waiver from the Finance Committee and have this bill heard at the next Council
meeting scheduled for July 25, 2007.

A. REQUEST:
Amendment to Ordinance Bill 07-83 to increase the amount for the Laiopua
Connector Road Project by $1,500,000 from $10,000,000 to $11,500,000.
Please waive this Bill from the Committee on Finance and proceed
directly to Council so that we can award this project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Bids for this project were opened on June 14, 2007. The low bid of
$10,397,782 exceeded our estimate of $9,000,000. The additional funds
requested will enable us to award this project and execute the
construction contract. Additional funds for contingencies and
construction management assistance are also included in this request.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
