Subject: Betlach, 7/12/07 = Bill 51 ...We need to prepare for flood
No one prepared for the Oakland fire, and many lives and homes where lost.
My friend's mom lost her house. You will know someone who loses if we don't prepare and
have agencies,nps and departments work together so when the time comes less is lost. I was
on the red cross laison program to prevent it from happening again and i could not but
feel the remorse and regret that many felt they could haver prevented. Don't forget kids
who have not been able to live out there lives yet.
One of my concerns is grumping and leaving propeties...Here is my
expereince- I have caught over 100 ratrs since the gruping of the property next door and
every time it rains i catch 1-3 a day they eat threw the walls and seek to damage
property
I support the new language being proposed by Chair Pete Hoffmann and Council member Brenda
Ford which strengthens Chapter 27, Floodplain Management, above minimum NFIP Standards by:
Increasing public health, safety, and general welfare.
Enabling increased public involvement when developers propose alterations to FENA
drainageways.
Reducing the risk of flooding during storm events (see discussion below).
Raising the minimum flood mitigation standards to a 25-year storm event.
Requiring accurate, up-to-date mapping of all watersheds and watercourses.
Increasing floodplain management standards and the duties o£ the floodplain administrator.
Requiring comprehensive mauka-makai plans for all floodplains and "historic ditches".
Promoting preservation of mauka-makai floodplains as open, green space.
Promoting preservation and restoration of forest areas to reduce flooding.
Improving communication and co-operation between county, state, and federal agencies
involved in floodplain management.
Improving record-keeping within the Department of Public Works.
Achieving higher classification in the Community Rating System to obtain county-wide
discounted flood insurance premiums.
Promoting comprehensive watershed management.
Recognizing FEMA's and the State Senate's recommendation for community floodplain
management activities that exceed minimum NFIP standards.
