Angel Pilago, Chair The citizens of Waimea have been preparing for the South Kohala Community Development Plan (CDP) process for two yeazs. As a part of the County's Community Readiness Program, the County encouraged participants to undertake CDP pilot projects with broad community consensus. Just as importantly, the CDP pilot projects are intended to given citizens experience in shaping the future of their community. The Waimea CDP Committee of the Waimea Community Association selected as a CDP pilot project downzoning, historic preservation, and improving public access to a 420 acre State-owned parcel that contain historically- and culturally-significant Waimea pu`u. Volunteers are working on the historic preservation and public access aspects. A critical and initial aspect of the project is to downzone the parcel to prevent future development. The Waimea Community Association has been on record with its support for downzoning of the pazcel for over 30 years. The County Planning Director has done a great job of documenting the significance of the parcel in his rezoning application. The community wants the County to create anon-conforming lot by setting the minimum lot size for the parcel to be larger than the actual pazcel size of 420 acres. This action, which is allowed by State law, would prevent even a single residential structure from being built on the parcel. For example, an A-400a designation would prevent subdivision of the parcel, but would allow a future land owner, Michael Dell for example, to build a residence on the parcel. An A-SOOa designation, which is the designation the County Council requested be used in its Resolution No. 465-06, would prevent subdivision of AND building on the parcel. I am here to ask the County Council to change the minimum parcel size of TMK 6-5-001:020 to A-SOOa in Bill 114. While creation of anon-conforming parcel is normally to be avoided, it is exactly what is needed in this situation. Preventing construction, repair or reconstruction of buildings is the idea. I hope the County Council can get a little creative in this unique situation. I am on the board of directors of the Waimea Community Association (WCA), I am chair of its Waimea Community Development Plan (CDP) Committee and the WCA asked that I be named to the South Kohala CDP Steering Committee, which I was, but today I am representing myself.
